Keenan holds a B.A. in Government from Cornell University, where he concentrated in international relations and completed an honors thesis on the relationship between U.S. domestic politics and grand strategy. While at Cornell, he held a research assistantship with Peter J. Katzenstein, Walter S. Carpenter, Jr. Professor of International Studies. Keenan also served as Co-President of Cornell's Community Partnership Funding Board, where he oversaw the allocation of grant funds to students undertaking projects aimed at furthering community engagement and social equity.
